Bank of Canada Analysis: AI Impact on Canadian Labour Market (2026) – News and Statistics

The Bank of Canada has published an analysis examining how artificial intelligence is affecting the Canadian labour market. The report, released on August 20, 2026, draws on data from the Labour Force Survey and an index of occupational exposure to AI.

According to the Bank, AI is unlikely to eliminate most jobs entirely. Instead, it is expected to reshape how workers perform their tasks, automating some duties and simplifying others while leaving a portion of tasks largely unchanged. The degree of change depends on a job’s exposure to AI, which is based on the typical tasks performed in each role.

The analysis uses the Generated Index of Occupational Exposure (GENOE), adapted to Canada’s National Occupational Classification system. The average AI-exposure score in Canada in 2025 was 0.29, suggesting that close to one-third of jobs may undergo substantial changes due to AI integration. Occupations such as receptionists and accountants have the highest exposure, while jobs in health care and skilled trades have the lowest.

The report also examines labour market outcomes. Workers in high-exposure occupations already faced elevated unemployment risk in 2015-19, with an estimated gap of 1.9 percentage points compared to zero-exposure jobs. By 2025, that gap had risen to 2.8 percentage points. The increase appears to be driven mainly by a decline in job finding rates among highly exposed workers, rather than higher job separation rates. This suggests that unemployed workers are having more difficulty finding jobs in highly exposed occupations, while layoffs and resignations have remained relatively equal across exposure levels.

Young workers are more likely to be in occupations with high AI exposure, including customer service and sales support, which may put them at greater risk. However, the Bank cautions that these results are only early signals and do not prove that AI alone has caused differences in employment outcomes. Other factors, such as the COVID-19 pandemic, immigration surges, and global trade changes, have also affected the labour market since 2019.

The Bank notes that adjustments to AI may show up first through slower hiring rather than more people leaving jobs. The breadth and persistence of these adjustments will depend on the pace of AI adoption, improvements to AI models, and how quickly workers adapt.
